The Dow Jones industrial average gained 936 points on Monday, the biggest gain in the American stock market since the 1930s, as Wall Street continued to careen through the worst crisis in decades.

The surge came as governments and central banks took aggressive steps to unlock the flow of credit, ushering in a drastic reshaping of the banking industry even as doubts lingered about its long-term effects.

And the Fed said it would make billions of dollars available to banks via swap lines with the Bank of England, the European Central Bank and the Swiss National Bank.

西班牙新闻上看了几天中国毒奶事件，或许是限于西语水平有限，每天滚动播放的电视画面上只能看到愤怒的人群在倾倒各种国产奶制品，还有抱着孩子在医院焦急候症的家长，心头一片悲凉。

好不容易能上网，翻开网页想听听国内的声音。

下面截取若干部分谨做参考

1.中新社石家庄九月二十二日电二十二日，经中共中央、国务院批准，中共河北省委常委、石家庄市委书记吴显国因对三鹿牌奶粉事件负有领导责任和直接责任被免职。据官方媒体透露，经国家处理奶粉事件领导小组事故调查组调查，三鹿牌婴幼儿奶粉事件被确定为一起重大食品安全事件。依据国家有关规定，鉴于吴显国对事件负有领导责任，对事件未及时上报、处置不力负有直接责任，免去其中共河北省委常委、石家庄市委书记职务。国家质量监督检验检疫总局局长李长江因对该局监管缺失负有领导责任，同时引咎辞职。

2.世华财讯9月22日消息国家质检总局于9月18日公布了全国液态奶三聚氰胺专项监督检查结果。光明乳业被抽查了93批次的产品，6批次检出三聚氰胺，检出值在每公斤0.6-8.6毫克。公司称愿意承担由此带来的所有责任。

光明乳业9月20日发布公告称，2008年9月18日，国家质检总局公布了全国液态奶三聚氰胺专项监督检查结果。光明乳业被抽查了93批次的产品，87批次未检出三聚氰胺，6批次检出三聚氰胺，检出值在每公斤0.6-8.6毫克。其中5批是由北京光明键能乳业有限公司生产并销售的酸奶产品，1批是由武汉光明乳品有限公司生产并销售的酸奶产品。

大家都已经知道这次的罪魁是三聚氰胺，但至于如何在如此大面积的产品中都找到这同一种物质，显然前期被查出问题的企业并没能给出让人信服的答案。而现在像光明这样的大企业在国家质检报告公布四天后竟然只披露了问题奶的产地。而这样关于承担责任的表示怎么都像都市肥皂剧躁动青年的赌气话。

同日联合早报披露台湾咖啡乳生产企业金车集团主动将与大陆有关的产品送检并与所有销售渠道沟通，将产品下架。

在大陆采购原料进行生产的台湾企业能做到自觉送检，为什么原料的直接使用者，中国的大企业却做不到？而只能在国家质检报告出台后才作出回应？

3.中国政府网09月21日消息　　9月21日上午，中共中央政治局常委、国务院总理温家宝来到北京市医院、社区和商场，看望在“三鹿奶粉”事件中患病的儿童，了解救治情况和奶制品市场。中共中央政治局委员、北京市委书记刘淇，北京市市长郭金龙陪同考察。

温家宝首先来到北京儿童医院。今天是星期天，来检查的家长和孩子排成了长龙。温家宝来到筛查诊室、B超室和内科病房。“哪里来的？”“喝的什么奶？”“有没有发现问题？”……温家宝关切地向家长和孩子询问情况。（阅读全文）

记不得这是今年温总理第几次身临第一线感动中国了，我是由衷地说‘感动中国’！我不相信一个国家的总理会纵容甚至指使下属或地方官员造假牟利以此撰写GDP光荣自己的政绩。年初看到温家宝在广州火车站看望被雪灾围困的几十万反乡人，演讲感人肺腑；五月温家宝在一片废墟的汶川号召救援人员抢救每一个生命，演讲感人肺腑；8月北京奥运会温家宝向所有为奥运顺利举行作出贡献的人表示感谢，演讲感人肺腑；21日温家宝在医院看完患儿时，面对忧心忡忡的父母，演讲依然感人肺腑，可是西媒的画面上滚动的只有倾泻的毒奶粉。

回到第一条那些被免职撤职的官员，温总理说：“不仅要追究领导责任也坚决处理缺德企业。”

但我们查清奶制品中那些三氯氰胺的来源时，是否还可以继续追问一下那些“投放”三氯氰胺的奶农和不法分子？

4.新华网9月22日稿 "三鹿事件":须警惕境外利益机构趁火打劫（路透社相关文章）

"三鹿奶粉"事件爆发后，已经引起政府相关部门高度重视，并采取了迅速而有效的处理方式。然而包括路透社在内的多家境外媒体，却借题发挥，借"三鹿事件"开展针对中国的负面报道。专家指出，除国家应制定出更加严格的监察制度之外，还应该警惕境外利益机构的趁火打劫。

若干月前网上很盛行的一句话好像是"做人不能太CNN",因为CNN当时对西藏实况颠倒黑白的报道很让国人气愤。

转移一下话题，介绍一下亲身体会。每听外国人提起中国是世界工厂时本该无比自豪的，可事实上总要谨小慎微地悄悄转移话题，因为外国人的下半句常常是中国制造都是假货烂货垃圾货。

再接上文，9月22日联合早报报道了WHO对中国毒奶事件的申明如下，世界卫生组织昨天批评中国政府没有第一时间向国际社会通报毒奶粉事件。该组织西太平洋区总监尾身茂在马尼拉一个记者会上说，北京是在9月11日向世卫求助，表示发现6244个食用了受三聚氰胺污染奶粉的病例。

“这当然是起严重的公共卫生事件。”尾身茂说：“近日的发展指向中国食品管控体制的弱点，政府机构、卫生部、农业部与质检总局之间的协调，看来有很大的改善空间。”他没有点名地说：“内部沟通也显然有问题，有人已知道问题一段日子，却没分享信息。”

或许国内媒体这次真的应该把注意力更多地集中在地方政府和生产企业的自我监管和问责上。我们的爱国热情当然是没有止境的，但不能每次都被用来遮掩自己的问题。我们只是习惯了转移话题自欺欺人而已，但这不能让温总理回到办公桌前处理更紧要的民生国计。

JABUGO (HUELVA).- Los cerdos ibéricos de bellota de Sánchez Romero Carvajal engordan plácidamente en la dehesa ajenos a una particular carrera que se dilucidará a miles de kilómetros de distancia. No es ninguna disciplina olímpica pero la empresa andaluza aspira a pasar el corte de las autoridades sanitarias chinas para poder exportar sus jamones al país asiático, prioritario junto a EEUU en su expansión internacional.

Jabugo(Huelva)消息，Sánchez Romero Carvajal的伊比利亚猪正为确定前往千里之外的一条特殊道路而努力增肥。（这句话能不看就不要看了，我还是没有看懂）这与奥林匹克的条例无关，但是安达卢西亚的公司力求通过中国食品检验检疫局的条例以期获得这个亚洲国家的火腿进口许可。这一项工作与美国市场一同构成了该公司国际夸张的步骤。

Inicialmente se interesaron por comercializar sus productos en China un total de 206 firmas nacionales, de las que sólo 160 respondieron al cuestionario exigido por Pekín. Siguiendo los criterios sanitarios chinos, el Gobierno español hizo una criba y redujo la cifra a 85, de las que 13 habrán sido inspeccionadas aleatoriamente a finales de la próxima semana. Antes de un mes esperan recibir la respuesta.

Con un volumen de exportación aún bajo (10%), Sánchez Romero Carvajal está pisando a fondo desde hace tres años el acelerador de su expansión internacional con el objetivo estratégico de estar presente en las principales capitales del mundo y poder doblar esa cuota en cuatro años. En la actualidad, exporta ya a una veintena de países de cuatro continentes, incluido Asia (Japón y Hong Kong).

Por eso queremos estar en Pekín y Shanghai y desde allí distribuir al resto de ciudades importantes", declara a MERCADOS Miguel Cascajosa, director del departamento internacional de Sánchez Romero Carvajal, que cifra en el 10% la aportación que tendría este mercado sobre el volumen de exportación de la compañía en unos tres años.

Repercutidos los aranceles, los gastos de transporte y el beneficio industrial, la empresa calcula que el kilo de jamón ibérico de bellota se comercializará en China entre 400 y 450 euros, aproximadamente el triple de lo que cuesta en España.

据说每年西班牙跟日本的进出口贸易是通过进口日本汽车，出口日本火腿来实现的。来了此地后，被热情洋溢的完全不同的火腿文化吸引的我曾憧憬着他日能提着俺的Bocadillo也回家卖火腿去，可不曾想到今天这些奸商竟然早我若干步！串通了国内的检验检疫部门。。两个人一个星期查9个小时。。这个就不算公款旅游了啊？好障眼！一公斤黑猪腿卖450。。抢钱吗？这个怎么都不只是3倍的问题了。
